Permission granted for one of the North West’s largest regeneration schemes in recent times.

Cass Associates provided masterplanning and landscape services for the regeneration of the Former Horwich Loco Works, Bolton on behalf of Horwich Vision, a partnership between the Local Authority and private developers Bluemantle & Orbit Developments.

A hybrid planning application has been granted approval for a 76ha mixed use development comprising up to 1,700 new homes together with 35,000m2 of employment mixed use commercial space and supporting infrastructure.

The hybrid application consisted of an outline planning application covering the whole site for residential and employment uses and a change of use application within a ‘Heritage Core’, currently designated as a conservation area.  The Heritage Core has been designed to retain an element of the former Loco Works buildings.

Cass Associates has worked closely in association with Horwich Vision, Bolton Council, English Heritage and Horwich Heritage to develop the new Masterplan.
